Every programme has to start from the scratch and the idea of providing a “Library cum interaction centre” for candidates belonging to the minority and weaker sections of the Indian society, who are seriously thinking about to prepare for the UPSC examination, has to begin on the same footing. We are initiating with a simple “Library cum interaction centre” because this is the beginning and we have no fund at our disposal, with the increase in the support base and the required funds this attempt will take the shape of its own infrastructure and facilities. But we have faith that today’s small positive step has the potential to transform itself into the great future asset, which will positively charge the inert strength of the generation next. With the view of bringing equilibrium in the representation of all the sections of the Indian society in the Civil Services (IAS, IPS, IFS, Other Allied Services and State Public Services) the Project Kohinoor has initiated first of its initiative to facilitate students in preparing for these exams. For this purpose the draft proposal is being sent to all the known figures so that a proper financial base could be created for this project. We initiate the project from the rented accommodation for the centre but very soon with the support of our fund giving agencies and individuals, we have the target for raising our own infrastructure with proper lodging and fooding facility with well equipped library and office infrastructure.
Project Kohinoor therefore is informing you through this draft proposal about the “Project” so that willing agencies and individuals can come forward with their suggestions and support.
Why we need it?
Minority and weaker section (SC, ST & OBC) are unable to match their overall population percentage in the all Indian population and the percentage of qualifying and holding the various post of the India Civil Services. This unmatched representation has created unfavourable representation of these sections of the Indian society in the higher offices which still is counted as the “Steel frame of India”. Therefore for this reason there is an urgent need to guide and nurture those from these sections of the Indian society who are willing to join these services. There are serious dearth of ideas and information regarding Civil Services (IAS, IPS, IFS) exams and the Union Public Service Commission, (UPSC), (which conducts the whole procedures of these examinations), among the students from this category of Indian society. Institutional capacities which presently are running, are also not matching the needs of the time. The only thing that can help in this regard now is “institutional plurality” with quality in guidance and direction to those who are seriously thinking about this prestigious steel frame of India. Our project is a simple attempt, starting from the single “Library cum interaction centre” and has the target to expand, where the students are in need.
When to start this initiative?
Time is ripe now and the students are ready with the intention to start serious preparation for this exam. We need to provide them with our first initiative, which can properly guide them in the result oriented manner. And this first initiative from our side is the opening of the library which will work as the base for the students to prepare and be properly guided for the Civil Services Examinations. This library would be the meeting point for the young qualified Civil Servants and the students/aspirants from the minority and weaker section of the Indian society.
Targeted youths
The youths coming from the minorities and weaker sections of the society, who are needy and really want to work hard for the Civil Services Examination, should be brought under the ambit of the “Mission Kohinoor”. Initially we are inviting these students to join our centre and be in contact with the qualified candidates so that they would really be motivated to take the challenges for these examinations and on the other hand, they would be able to feel comfortable while thinking and preparing for this exam by getting the ideas from the qualified candidates that these examinations are off course one of the toughest one in India but not that much tough which can not be cleared by a properly guided and directed student. While sitting with them and sharing ideas with the qualified candidates, the motivational level of these young students will increase to that level where they will be ready to handle all the challenges of the Civil Services Examination. This company of the qualified candidates will also assure them that the IAS, IPS, IFS and other civil servants are not the exceptionally god gifted talents, but they are just like them with certain acquired qualities. But one thing should be clear to them that the qualified candidates were really the labourious ones in the field of acquiring knowledge, who had really work hard in the proper guidance and direction.
Thus the single unit facilitating such interaction with qualified and preparing students has the potential to contribute a lot. In the later stage, there would be implemented a proper entrance test mechanism for selecting labourious and talented students for this centre.
(Presently under the Kohinoor Project there are more than fifty students who are getting ideas and support for the civil services examination from the initiator of the idea of the Kohinoor Project, whose names and subjects are being enclosed herewith this proposal)
What is the final target of the MISSION KOHINOOR?
Mission Kohinoor is a civil services examination orientation programme under which an infrastructure is to be created, which would be able to accommodate 50 students/aspirants who will seriously involve themselves in the preparation of the civil services examination conducted by the UNION PUBLIC SERVICE COMMISSION and other STATE PUBLIC SERVICE COMMISSIONS.
The targeted infrastructure will accommodate the following premises:-
OFFICE; It will have an office section where the official work will be done. Here there would be two rooms one office for the director of the institute and the other one which will accommodate the clerical section of the office.
HOSTEL; it will be provided to accommodate all the students who will be enrolled for the academic session. The strength of the hostel will be to accommodate 50 students at a time.
LIBRARY; This infrastructure will accommodate inside a library with the facility of sitting arrangement for the 50 students at a time. The library will be well equipped to provide all the relevant materials for the civil services preparation.
DINNING HALL; it will have the capacity of providing good dinning facilities to the 50 students.
COMMON ROOM; it will be inside the building to provide entertainment and news facilities for the students.
CLASS ROOM; it will facilitate the proper management of the classes conducted under the coaching programme.
Land : It has to be purchased in that area which would be near to the Jamia Nagar. Proper communication and clean locality in the outer side of Jamia Nagar would be preferred for this Project.
Building : The building would be such that can accommodate the above mentioned required premises inside the building along with the 50 students.

What would be the process for selecting the students for the Coaching cum Interaction programme?
In the second Sunday of the November the entrance examination will be conducted by the centre for selecting the promising candidates who will be asked to join the centre from the 15th December.
About the Entrance Test
The Entrance Test will be conducted in the two sessions
Morning session 9.30 a.m.------------------------English compulsory and Essay
Afternoon session ----------------------------------General Studies (150 questions)
Centers for the entrance examination for the Coaching programme
Delhi, Allahabad and Patna
Entrance test on the second Sunday of the November month
Result will be notified on 5th December
Over all sessions of the Coaching cum Interaction programme
Preliminary session;
Starting from the 15th December it will continue till next years, 10th of May.
Main session;
Starting from 1st June. It will continue till 10th of October.
For interview:
The selected candidates will be asked to join the center for the mock interview session. It will be conducted after the declaration of the main result in the month of March and April.

DIRECTOR ; he will be appointed by the governing body of the Enlightened Alliance Kohinoor Foundation of India.

TWO EMPLOYEES - for extra works of the office (who will attend the office in different time. One in the day time, other in the night shift, in the library.

ACADEMIC STAFF; for HISTORY, PUBLIC ADMINISTRATION AND URDU.
For other subjects the teachers and faculty will be called by the centre from the outside who will provide class coaching and guidance to the students.
The academic staffs will be given proper remuneration
MOCK INTERVIEW
It will be conducted by the panel of well qualified seniors of the Kohinoor fraternity who will handle the session in mosr professional manner so that to give the environment of the true UPSC interview.
(We are opting to have the permanent academic staff for History, Public Administration and Urdu on the basis of the data collected which suggests that out of the 50 students who came forward to prepare for this exam 28 opted History as optional subject, 17 opted Public Administration and 17 opted for Urdu.)
(Who will be appointed as academic staff:- Those persons who have in the field of the UPSC preparation and know the intricacies of the UPSC exams at every steps and have successfully faced the exam by qualifying preliminary or the main but were unable to qualify the UPSC examination finally. Such persons are the best guide in the field of the UPSC exam and the Project Kohinoor would hire their services for providing orientation to the students attached with the Project.)
(Under the Mission Kohinoor the well qualified persons with a proper knowledge and experience of the examination of the UPSC would be selected to guide and direct the students/aspirants. Serious attention will be given in managing this group of tutors so that no compromise would take place in providing well guided
direction to the students.)
Annual meets
January; Inaugural meeting of the students selected and the management will be held in the first week of the January which will formally begin the session of that year’s coaching cum interaction programme.
One meeting of all the associated members of the organization’s governing body will be held which will discuss the initiative for the coming session of the centre where the list of the selected candidates will be discussed.
June; In the 3rd Monday of the June month, there will be a meeting of all the governing members as well as students and the staff to falicitate those students who have qualified the previous year’s examinations. (Kohinoor Momento with a certificate of the organization will be awarded to every successful candidate.)
Annual meet of the governing body of the Kohinoor coaching management will be held in the month of October.
How the fund will be raised to sustain this Project.

The first financial source would be the students who would come and join this Project to get its services in their endeavour for qualifying the UPSC examination finally. Each admitted students has to pay the fooding and the lodging charges to the tune which would be sufficient for sustaining the infrastructure in totality. For both these end these students have to pay Rs. 3000/- per month. So the 50 students has to submit 50*3000=150000/- per month.
The admitted students have to pay the 10000/- coaching and guidance fee.
Second source would be:
Fund giving agencies will be integrated with the idea to sustain the Kohinoor Project.
Individuals who have willingness to support such a noble cause will also be brought in line with the idea to sustain the Project Kohinoor financially.
For the further financial stability for the Kohinoor Project, there will be created a Kohinoor Fraternity, the member of this group will contribute one rupee daily that would be 365/- rupee yearly contribution to the Kohinoor Developmental Fund.
It is happiest moment for the Kohinoor fraternity that the initiative undertaken in regard to opening the centre for the civil service guidance has been fruitful with the inaugration of the centre on the 17th July 2008 at Pleasant Public School Building Gali no. 4 Near Masjid-i-Noor, Abul Fazl enclave, New Delhi 110025. now it has shifted to the following address:

What would be the process for selecting the students for the Coaching cum Interaction programme?
In the second Sunday of the November the entrance examination will be conducted by the centre for selecting the promising candidates who will be asked to join the centre from the 15th December.
About the Entrance Test
The Entrance Test will be conducted in the two sessions
Morning session 9.30 a.m.------------------------English compulsory and Essay
Afternoon session ----------------------------------General Studies (150 questions)
Centers for the entrance examination for the Coaching programme
Delhi, Allahabad and Patna
Entrance test on the second Sunday of the November month
Result will be notified on 5th December

Preliminary session;
Starting from the 15th December it will continue till next years, 10th of May.

Starting from 1st June. It will continue till 10th of October.
For interview:
The selected candidates will be asked to join the center for the mock interview session. It will be conducted after the declaration of the main result in the month of March and April.

For other subjects the teachers and faculty will be called by the centre from the outside who will provide class coaching and guidance to the students.

MOCK INTERVIEW
It will be conducted by the panel of well qualified seniors of the Kohinoor fraternity who will handle the session in mosr professional manner so that to give the environment of the true UPSC interview.
(We are opting to have the permanent academic staff for History, Public Administration and Urdu on the basis of the data collected which suggests that out of the 50 students who came forward to prepare for this exam 28 opted History as optional subject, 17 opted Public Administration and 17 opted for Urdu.)
(Who will be appointed as academic staff:- Those persons who have in the field of the UPSC preparation and know the intricacies of the UPSC exams at every steps and have successfully faced the exam by qualifying preliminary or the main but were unable to qualify the UPSC examination finally. Such persons are the best guide in the field of the UPSC exam and the Project Kohinoor would hire their services for providing orientation to the students attached with the Project.)
(Under the Mission Kohinoor the well qualified persons with a proper knowledge and experience of the examination of the UPSC would be selected to guide and direct the students/aspirants. Serious attention will be given in managing this group of tutors so that no compromise would take place in providing well guided
direction to the students.)
Annual meets
January; Inaugural meeting of the students selected and the management will be held in the first week of the January which will formally begin the session of that year’s coaching cum interaction programme.
One meeting of all the associated members of the organization’s governing body will be held which will discuss the initiative for the coming session of the centre where the list of the selected candidates will be discussed.
June; In the 3rd Monday of the June month, there will be a meeting of all the governing members as well as students and the staff to falicitate those students who have qualified the previous year’s examinations. (Kohinoor Momento with a certificate of the organization will be awarded to every successful candidate.)
